Casual as in: They exist in a book, and don't seem to require special once in a blue moon conditions to use em.

I figure the Star Swirl wing is off limits without express permission and books therein cannot be checked out of the library, Ginger. There's nothing to prove my theory, but I'm sticking with it.

I don't know that we actually know that they are limited access. I've just been vetting that as a possibility.
