I think he means that we never see how the loop begins in things like this.

A time loop has to start somewhere. Someone has to travel through time for reasons unrelated to a future version of himself telling him to.

Look at The Dragonriders Of Pern for a great example of the sort of Time Travel I'm thinking of, quite often in that, someone goes to the past, simply because they know that they'd already gone and have to go back to do what they know they did.

But it's like a chicken and the egg thing. This loop has been going on forever. What started it?

Twi is gonna end up going back in time to warn herself about something. That something ends up being her trying to figure out what her future self meant. That has to start SOMEWHERE. Something that isn't related to Twi trying to figure out what a future version of herself meant.
