That's probably part of it. There probably are high class pegasi, but most of them live in Cloudsdale.
I've always been a little confused by the pegasi, are they kind of isolationist? Fluttershy says she hadn't been on the ground before falling, so either she was just too scared or they mostly just stay in their cities aside from work.
