I don't think the pegasi are consciously isolationists, it's just that as they're the only type of pony that can live in cloud cities, they aren't as likely to move elsewhere. A pony born in say, Cloudsdale, is more likely to stay in Cloudsdale than move down to the ground. Not because they're isolationist but because they're just more comfortable in the sky.
