I tend to rate the ponies' (or at least Twilight's) affection for Spike as more Storge than anything else. The cast are kinda like surrogate mother/big sister figures.
And in Twilight's case, she literally
is Spike's surrogate mother.

Anyway, I'm not sure how you're going to pin down which ponies are "
best best friends", but I do notice that for any group of friends, some ties are going to be demonstrably stronger than others.
