Other animals may be mute, but I bet one like Angel could probably sucessfully petition for citizenship if he wanted. If I were to take a guess, though, I'd say sapience among the lower animals is a bit of an anomaly.

@ Apple: I know how you feel. I once ordered a book that took like a month to get here, and when I got the email saying that it had shipped I thought "Oh crap I totally forgot about that!"

@Perpetual: I got the feeling that they wanted to to leave that bit intentionally ambiguous. Although they also said that the reason was that they wanted to the ponies to stand out more from the other animals in the setting, so I think the general rule is that animals aren't anthropomorphized as much as the ponies and other fully sapient races.
@JT Yeah, I get that. I'm just comparing the behavior of the likes of Angel, Owloicious, Tank, and the other finalists from MTBPW to how animals are normally portrayed, like with the rabbits in Applebuck Season.
