@Meta: Not really, I suspect Celestia knew that Sombra was a wily bugger, so she gave Twi a bit of leeway.
I like that decision not humans and human like creatures. Tirak always didn't fit to MLPFIM world for me because of that, but after seeing Minotaur in episode I'm less scepctical about that. As long it will not be to human I will be OK with that.
