After some consideration and thinking I have come to the following conclusion: The Finale needed more time. not in the production time mind you (Although that would get increased too) but the actual showtime. There was a lot of rushed elements in the plot.

I personally think the "ponies don't drink" angle comes more from the fact that it's a kids show. Admittedly they have tried to spin it as an aspect of the universe and even tried the whole "salt= alcohol" thing, but I don't think it quite works.
Especially due to the
Frothing Mugs Of Water and
Getting Crap Past the Radar moments. I think it's pretty clear they do have alchohol and just don't explicitly show it due to it being a kids show.

Also, Soft Cider doesn't foam like that.
Sibsy did say that the screenwriters saw Berry Punch as the town drunk, and that she originally tried to slip in a scene that would have shown her beyond a doubt being drunk, but it got toned down.
