Well, the fanon explanation for Nightmare Moon's imprisonment having an expiration date seems to be that it was intended to be so — that Celestia was
planning to eventually redeem Luna somehow.
As for Discord, if I remember correctly, the new episode said that the spell failed because Celestia and Luna no longer control the Elements of Harmony, the mane cast does. It kind of made sense to keep the statue close by, actually, I think — if you launch a petrified demigod in orbit, you can be basically 100% sure that it will eventually fall in the hands of someone who can release him. Much better to keep it where you can see it.
However, what surprises me is that Celestia did not take care of the issue beforehand: she seemed to be aware of much about the nature of Discord and the reason for his release, after all...

What I wonder about is what Luna is going to do. She is established as being near-Celestia when it comes to raw power, after all, and that would be an occasion to redeem herself after the whole Nightmare Moon incident...

Eh, who knows. Perhaps she is pulling some sort of gambit behind the scenes, much as Celestia did in the pilot of the first season.
Also, as things stand now the Mane 6 have basically lost already — they have no clue on where to find the Elements, and all of them except for Twilight have lost their Element altogether. Plus, Dash is AWOL. The only potential major player who did not do anything so far is Luna, and Celestia said that Discord was originally imprisoned through the actions of
both Celestia and Luna, so...

Another question is why Discord did not attack Twilight directly after Dash fled. Her magical power, strong though it may be, is probably no match for someone who was capable of going toe to toe (hoof to hoof?) with
two demigoddesses, and it's not like she can use the Elements now...

Well, before Discord stole the only weapon that could defeat him and taunted their bearers into entering an obvious trap
* Seriously, that was a dumb move — he is a spirit of chaos and, well, discord: what are the chances that he will play fair, or that he will even consider returning the Elements if you win?
, getting them separated and defeating them one at a time: not a bad tactic, all things considered.
Ooh, this reminds me of another
Epileptic Tree of mine: Discord did not, and could not, steal the Elements. He just turned them invisible as soon as Celestia opened the box, and used this to trick their bearers into the labyrinth.

Also, most of Twilight's power is in her friends. Both times she went white-eyed was because of them. Friendship is magic, after all. He might not be able to take on Twilight head-on, so he takes out the support system.
Well, I seem to remember a certain
Black Mage having an immensely destructive spell which was powered by love — as in, every use of it permanently consumed some of the love existing in the universe.
It would make sense for an Orbital Friendship Cannon to do the same thing with respect to tears of newborns
