Actually, I think I know how to explain it.
Imagine a water wheel and power plant.
The wheel is the element and harmony is the river. Harmony turns the wheel, which in turn generates power before moving on. None of the harmony is taken by the wheel itself, it's just the means by which the wheel turns.

Yeah, I agree with Ace. You just happen to need six ponies which have those particular virtues and which share a bond of friendship. If so, they're capable of claiming the elements.

Or maybe it's the other way around. Maybe the 6 virtues mix so well together that any 6 who have an abundance of all of them are more likely to become friends anyway.
So if you were to track down 6 people across the world who displayed each of the virtues and brought them together in one place, they'd be more likely to become friends one way or another.

@Ginger: I think that that's part of the future bearer of magic's duty. After all, friendship is magic. So how better to prove yourself a suitable candadite than by befriending the others.
