@story Oh yeah, and the inspector can only doubt if he has enough money in his "third country" account to back up at least half of his estimate. As I said, each player starts with 100 million in that account, and successful smuggles/thwarted smuggles as an inspector/compensation from rival inspectors adds to that amount.

An inspector can't say "Doubt 50 million" if he doesn't have at least 25 million in his third country account to give away if he's wrong.
