Ok, I just worked out what the optimal strategy is if you ignore limits on bank accounts and the final distribution step. Surprisngly, it doesn't matter at all what the mimnimum increment is, only that there is one.
The optimal strategy is for the smuggler to take nothing 2/3 of the time and 100mil 1/3 of the time. The inspector passes 1/3 of the time and doubts 100mil 2/3 of the time.
Also, is anyone else having connection problems?
