Well the reason I ignored that stuff is that it makes the analysis intractable. Instead of a two player game, you have an 18 player game, which means that there's not necessarily one best strategy, and you also have to deal with issues like kingmakers and alliances.

@story every member of both teams is given a total of 400 million yen each by the game officials at the start of the game. 300 is in the ATM for smuggling and 100 million is in their "third country" account. At the end of the game, they expect that 400 million back. If you don't have it, you're indebted to the game officials.
The "winning" team of the game is determined by which team has the most collective money in their "third country" accounts at the end of 50 rounds.
However, the amount left unsmuggled in both
AT Ms is then dished out equally amongst the two teams. (all the unsmuggled northern money left in the southern ATM goes to the southerners and vice versa) Using that, it's possible to lose the game in yet still win more money
