There are five qualities that one has to have to be one, according to the page.
1: The villain's acts must be truly heinous by the standards of the work. (Going out of his way to be cruel to them and, in two cases, traumatizing them beforehand. And he didn't need to do any of that, as demonstrated with Fluttershy. It was all for fun.)
2: Their terribleness must be played seriously at all times, evoking fear and revulsion from the characters. (Well, OK, Pinkie doesn't think much about the confectionary weather patterns, but consider the reaction he gets out of Celestia, compared to the last threat. He's played as, perhaps, an even greater threat than Nightmare Moon, who couldn't get any of them to defect or even doubt each other.)
3: There is no adequate justification or Freudian Excuse for his actions (Remains to be seen, but I certainly don't see anything other than love for chaos and cruelty)
4: The character must be completely devoid of altruistic properties. (So far, yes.)
5: There must be no hope for redemption for the character, at least, none that would not be seen as a Karma Houdini (again, remains to be seen, but I don't see any way to redeem this creep)
