I think she's just one of the background ponies with a particularly distinctive color scheme. That and the occasional hourglass cutie mark.
I don't know much about her either. Lots of people say she's connected to Dr Whoof because of her hourglass cutie mark
I DO know that her name comes from the fact that the color scheme and style of her mane and tail resembles Colgate toothpaste.

Doctor Who character because of her hourglass cutie mark like Dr. Whoof. That's the problem with character's names coming straight from fans, you get multiple names. Ditzy Doo is also Derpy Hooves, Carrot Top is also Carrot Cake, Vinyl Scratch is also DJ PON-3 (though that one makes more sense, seeing how Vinyl Scratch can be her actual name and DJ-
PON 3 can be her DJ stage name), and Colgate is also Romona

Lots of people say that DJ PON-3 is her DJ stage name, while Vinyl Scratch is her actual name, and I'd say that makes sense. I just prefer calling her Vinyl Scratch simply because I think the name DJ PON-3 sounds too...1337ish. It reminds me of one of those names that a 12 year old thinks of because he wants to sound cool

Another theory I've heard about Vinyl Scratch/DJ PON-3 is that she's related to Rarity. I don't see it at all, though.

As for Carrot Top...well, she's kind of all over the place. She first shows up in the scene where Trixie turns Rarity's hair green (she's the pony with green hair that gets offended by Rarity saying that green is an awful color). The next time she shows up is when she was the one who wrote "Welcome Princess Celest" on the sign in Swarm of the Century ("We couldn't fit it all in"). Interestingly enough, she has completely different voices and hair colors in those scenes. Not to mention that she's also a resident of Appaloosa, as she's one of the ponies that jumps on top of a Buffalo and rides it. Yeah, Carrot Top is weird.

Doctor Whoof has had different voices each time he's appeared. Not to mention he's been both a pegasus and an earth pony.
