Maybe the show works into ginger's tastes in some way since the show is mostly about the heroes' fallible traits. Any villain that comes along, no matter how petty or bumbling poses some sort of menace to them in some way or another, emotional or physical.
In this way I can kinda empathise with ginger's love for competent villains, since they help play not just into the bad guys but the heroes development as well. I admit I tend to hate Invincible Hero types since you can't really give sympathy and pathos to a character that always comes out on top.

Most villains work as villains, but ever since seeing Death Note and Code Geass, I'm really more interested in villains being intelligent now... but no one seems interested in that kinda thing

I admit I prefer ineffectual villains, but usually ones with at least some noticable hint of menace. Any villain that's too pitiful tends to make me hate the heroes, unless they are equally empathetic (eg. The Powerpuff Girls amusing treatment of the Ameoba boys).
Much like a hero, a villain's competence is made all the more entertaining if they have the charm and pathos to merge with it. Case in point:

@Ginger: I'm interested in that kind of thing. Those are my favorite villains, but I sort of expect that not many stories have them so I don't get disappointed when they don't show up. Have you seen Gargoyles? Xanatos is pretty awesome. As you would expect given the trope he named.
