Yeah, that sounds like John de Lancie narrating the trailer. That's probably what he meant when he said "I'm doing another My Little Pony." He didn't specify he was doing another episode.
But yeah, my guess 
Twilight and friends are preparing for the wedding (we see Applejack & Apple Fritter preparing stuff), and they're behind schedule. Twilight whips up a spell to fix this. Hilarity Ensues.

So do you think all of those clips are from the actual episode? It seems likely, but some of the clone shots may have just been inserted.

Why would they bring him back to narrate a trailer if he wasn't in the episode? Wouldn't they have to pay him a bunch extra to do that with little benefit to them?
That's if it actually is him, which I'm not sure it is.

My thoughts on the promo:
1. Cadence doesn't sound how I thought she would. I imagined she'd sound more...sophisticated XD
2. Apparently Shining Armor is a high-ranking guardspony or something in Canterlot. I mean seriously, look at his armor!
3. What's up with the clones, I wonder? Somepony trying to sabotage the wedding?
4. Clip where Cadence says "What?!": Shining Armor's face is hysterical XD

Notice the color of Shining Armor's eyes at the part where Princess Cadence says "What?". Animation error, or something important? Also, nice touch giving Shining Armor armor that's purple. Purple is traditionally the color of royalty, as well as matching Twilight's coat color. It even has her Cutie Mark on the breastplate.
