As for Celestia, common opinion is that she was being held by Nightmare Moon. She arrives after Nightmare Moon has already been purified (because she's not being held anymore).
Another theory holds that Celestia knew that she wouldn't be able to purify her sister alone, and would only be able to banish her again if she took up the Elements again herself. All she could do in order to save Luna was trust in her student and the other Element bearers (who she was obviously familiar with, if she had a list of their names).

^Celestia knew that the other five ponies were in Ponyville and the potential they had. She also knows Twilight better than anyone (including maybe Spike), so she knew that she wouldn't stay antisocial for long.
Celestia is a
Magnificent Bitch - the benevolent, wise and loving kind. As Ask Aquilinus says, foals in Equestria are told three things from the time they're very young - 'Mommy loves you, Daddy loves you, and Princess Celestia loves you'.

She knew that one pony alone, even one as powerful as her, couldn't be in full attunement with the Elements. Powerful as they are, and powerful as she is, she could still only banish Luna to the moon. Personally, I'm surprised that it took Nightmare Moon as long as it did for her to escape. Her prison, and the stars themselves, are her domain.
What I'm getting at is that Celestia knew that by herself, she'd never be able to purify Luna again. She didn't want to go through that again. She didn't want to give up on her sister. And so, she sought a way to pass the power of the Elements on to a group who could wield them to their full potential.
