Horses are more prone to the arts of war, and when they were more plentiful, were used as defenders of Equestria from natural predators and as civil protection, until their numbers were reduced by inter-breeding to mere myth over the many millenia.
The Royal Guards are the last vestiges of that tradition, being large and powerful Ponies.
That horses still exist, and in pure-bred form, worries Celestia that some of the less-desirable war-like tendencies still remain. As a preventative measure, She tells them to depart. Not to worry, She'll eventually dispatch a diplomatic team to investigate the matter fully (so a happy ending remains a possibility).

Using Applejack as 1.0 Ponies tall (not including her real nice hat), how big is Big Mac? Celestia? Luna?
An average horse would be anywhere from 1.5 Ponies tall or more. Usually more.
(Not touching Pony Sutra with an eleven-foot pole.)

By definition, a Pony is anything (most anything) less thatn 14.2 Hands tall. So, rounding up to the nearest integer, anything 50-percent larger than Applejack could be classified as a Horse. There are some miniature Horsebreeds that are not considered Ponies despite being the right size for it. It gets a little confusing after awhile.
Suffice for me, a Horse coudl be as much as twice the size of Applejack, as Horses are usually measured to their shoulders. That Applejack 10-hands figure included her head.
It gets
worse if you take
into account
◊ that this pic shows that Applejack is only seven Hands tall to her shoulder.
Then a Horse would easily be double her size.
Even Celestia and Luna aren't that big.

Nah, I'm sure she'd look back on it and laugh. I sincerely doubt she'd consider doing it again, but as long as it wasn't too hardcore stuff I'm sure she wouldn't think too poorly of it. It'd be essentially modeling, wouldn't it?

A run-of-the-mill one would be less so imposing, but still huge. Quite a bit larger than the Alicorns we've seen.
Unless Alicorns used to be larger in the distant past... Then it would work.
