I've heard some people say that Luna being at the Gala was more punishment from Celestia, but I remembered two things...

1. Luna is in charge of the Night, so she was probably busy.

2. She just came back from a thousand-year exile. She wouldn't be ready to be thrust into a social situation like this!

Why would she be busy during the night? It's not like Celestia is overly busy during the day (well, except for, you know, royalty-stuff). And I'll bet that Celestia probably came up with some excuse that allowed Lina to avoid the Gala. I think she probably appreciates the gesture of it being at night, either way.

...now I want to see one of those TV memes with Luna. Show her with a happy face, and the TV is showing, say, the ponies watching the meteor shower, or whatever.
