It's up to the county school system or college in question. I'm currently on Spring Break. My sister is too, but hers is two weeks.

It would be interesting if it turns out that she's perfectly nice, but she just didn't have the motivation to study that Twilight does.
Either that or Celestia just had other students besides Twilight; she could have taken on multiple students and just realized that Twilight was the best suited. This one's description makes it sound like she might be an exchange student or something. Like maybe she studied at Celestia's school for a year or two and then went somewhere else for field work.
