It's not a free wish. Kyuubey is pretty upfront about the "you spend the rest of your life fighting witches" bit. He's just a little less open about the "you become a witch" bit.

Fluttershy is Kyubey!? That'll be interesting. How are you supposed to refuse a contract from Fluttershy? Fluttershy is obviously best Incubator. Not likely to have entropy problems while she's active.

Settles it. If I ever do a PMV with ponies as Maguca, Fluttershy is best Kyubey. Pinkie works well enough as Madoka.
