The fanfic writers are going to have a fieldday out of the new setting if it's right. It may not be strictly canon, but we now have a separate continuity to put the humanizations in. Funnily enough, I never liked the concept of humanized ponies, but I'm starting to warm up to the idea.
"Welcome. You have entered the cranial vistas of psychogenesis. This is the place of no-time and no-space. Do not be afraid."
To be fair he only appears for like 10 seconds and Rainbow Dash doesn't talk about him. In fact, there's the possibility of him being an uncle or something. We're just assuming that its her dad.
In any case it's definitely a family member, and it makes more sense to assume he's a direct relation.
An uncle is impossible! Pegasi don't have siblings!

It would be rather interesting if one of the cast members had a family member who was a jerk. So far all the family we've seen have been mildly aggravating at worst.
