I think something like this could have happened off-screen.
One or two of the guards captures a changeling and brings it to their superior. Then the superior bring them to a quiet place, asking them if they told warned anyone else. The guards say no, and then the superior kills both of them and reveals that he was a changeling as well, while presumably saying something like "Good. That's one less loose end."

Idk, really. It might be cause almost all anime tends to be adaptions rather than original stories.
@Blue: I'd debate that the first chunk of episodes are all that bad, but I think the general trend is understandable. It might take a few development cycles to figure out exactly how to make things work the best.
Is it good(He says, knowing full well it's written by Neil Gaimen)? I've been considering looking into it as well.
