Probably, but they tend to be either really expensive customs, or look weird. Like once I remember stumbling across a miniature Derpy plush that came with a muffin shaped carrying case that was awesome, but also cost like 50 bucks to commission. I want an official one that's 1. show accurate and 2. costs an amount of money that I actually have.

Steve & Teeth: The new official plushies still look kind of weird and almost any fan plushie worth its salt is going to be $100+ (just the nature of the craft, really). I did see someone doing tiny plushie commishes for $30, but the slots filled up pretty fast and I don't remember where I put the URL. Now if you want customized toys for <$50, it's pretty easy to find someone to commish for that.
