I think it counts in the sense that only the finale/premier episodes involve them. The elements aren't a regularly recurring plot device; they only show up in the climactic moment of the season.
I assume it's possible to dodge the Rainbow Cannon as it were, it's just that both villains who were hit with it, weren't really expecting it as in both cases they believed they had won and were overcome with awe at the victory the heroes pulled out of their asses as well as paralyzed by story necessity.
I'm glad you left your job, Applelight, I got the impression you were pretty miserable. Best of luck finding a new one.

Regarding the Friendship Cannon, couldn't the villains have at least
tried to dodge or block it, instead of just letting it completely overwhelm them?

@ Roy: Both Luna and Discord have experience with the Elements, they'd know it can't miss so why bother dodging?
