@Blue: Hence why they need the development. Heck, I thought Rarity and AJ were boring as anything at first, and now they're some of my favorite characters. I'm sure they could definitely do something interesting with the Mayor or Cheerilee if they gave them a few more quirks.

@Con: Then again, we've only seen one mule, and he isn't exactly a looker.

@Story: That's only really present for one episode though. I'm talking about something more character defining. Like maybe she's having an identity crisis after realizing that Twilight is better at running things than she is, or maybe showing somehow that she really does do something important. After all, in "A Bird in the Hoof" she manages to get a private meeting with Celestia, no questions asked.
