It would be the easiest way for Earth Ponies and unicorns to reach the sky, yeah. Ponyville might really be a frontier village in its own way if it lacks an airport.

Back in the day, all that was needed to support an airship was a mast to attach it to.

Perhaps they just don't get as much air traffic as, say, Las Pegasus or Fillydelphia.
There's also the possibility that airships are just a novelty. I personally like to think of the one in Sweet and Elite as a sort of luxury yacht, rather than an indicator of a common form of mass transit.
