The Cutie Pox also forced her to start utilizing those talents all the time, which I'm pretty sure regular C Ms don't. I wouldn't take that as a good example of how they usually function.

As as far as the Rarity thing goes, a lot of that can be chalked up to either her working her butt off, or her actively going out of her way to put herself in the position she is. I wouldn't really credit her cutie mark with either the Fluttershy or Fleur things. The former, Rarity knows a lot of ponies, and just picked the one that would work best, the later, she was basically in Canterlot for that purpose and had a stroke of luck.

TL;DR I think the cutie marks are more indicators of a pony's natural affinities rather than giving the power in and of themselves. The CMC's talents are obvious, and they don't have their marks yet.

@Sereg He seems to have the same running body model that a few other common background stallions do in the latter half of that episode. They don't seem like colts to me, but if they do seem that way to you, just be aware that he isn't the only one.

@JT: Except that nopony thought that Applbloom's competence couldn't be explained by her cutie mark. As for the forcing, well, CMFIS, but that's of course a much lesser thing. There's a reason that it's a disease afterall.

Either that or they just figured that she had had the talent all along, but just never realized she was good at it until recently. I doubt they use hula hoops very often. But yeah, this entire argument basically comes down to interpretation anyway.

Well, yeah, but naturally talented enough to spin a hoop to the point of using it for flight? Even if that is natural talent, it's still superhuman.

Rarity could do magic before the Cutie Mark.

My theory is that Unicorn magic is like pegasi flying: Difficult to learn at first. Cutie Mark Chronicles does show a montage of Twilight spending several hours practicing to turn a page of a book who knows it might have actually taken her a few months of dedicated practice.
