Fluttershy would not actually have a Pokemon registered to her but would be friends with just so many of them. She would need no pokeballs to get them to listen.

According to canon, most cubone wear the skulls of their dead mothers, but us Tropers found that absurd so we rationalised it. I put forth the idea of domesticated Cubones wearing surrogate skulls like ones made of resin, or even buckets and helmets and flowerpots.
