I saw a chart on pony genetics one time that explained alicorns really well. I'll try to remember as much of it as possible:

Every pony has 3 pairs of genes determining their type. The 2 alleles are P and p. If the pony has more Ps (like this: [[Pp PP]] [[Pp pp]] [[PP Pp]]), they're a unicorn. If they have more ps, they're an Earth Pony. If they have an equal number, they're a pegasus. And if they have all Ps, they're an alicorn.

I screwed some bits, but hopefully you can get the general gist.

Buuuuut if you want to fanonize them, they're Common Winged Unicorns rather than Deity-class alicorns.

My headcanon for Alicorns is that there can only be 10 Alicorns in total at one point in time. Representing the eight planets, the sun and Pluto.

The Alicorn in the Love Poison tale was the Alicorn of Love and Venus before dying and being reincarnated. Whether alicornishness is displayed at birth or revealed at a later date I dunno.
