@story: It's in the public domain. I'm almost positive you can find it free and legal online. I just rented a copy from the library today.

Roule Walsh is awesome, BTW. He worked on a lot of the best James Cagney pictures, too. One of my favorite directors.

If you actually took the time to read or watch a mystery, Ginger which you clearly haven't done, you'd notice that the villains usually take an active role to stop the protagonists to solving their crimes or actively perpetrating more crimes throughout the film. Yes, you might not see it all at once, but they are constantly taking action. Any criminal sitting on their ass while the detective goes about their investigation deserve to be caught or shot because of their incompetence.
