Most of the mane 6 have separate speaking and singing voices, and the episode was probably written way before JDL was cast in the role.

Well, he wasn't evil. More of a pain in the ass. I think the relationship between him and the Enterprise improved over the course of the show.
Picard has deep voice. His acting is wooden, at least in episode 1. Or maybe it's just the character that's sstuck-up.
An action is not virtuous merely because it is unpleasant to do.

Yes Q was like this, godlike pain in the ass but somehow helpfull at the end. Well later, in first episodes he was just pain. And after series finale he stop being antagonist (it not like he later show up in Voyager or something :~ ) and become friend to Picard.
