About Pinkie, perhaps the best way to give her more substance is to give her craziness more of a motive. While I'm not big on the Flanderization of
Daffy Duck, I thought they had a good idea with giving him proper motives and ambitions that gave him more pathos and personality, in comparison to his 30s persona who was just one dimentionally screwy. I think the mid point Daffy in the 40s is a good example, he's still a crazy bubbly duck, but he's also money hungry and an
Attention Whore. The craziness just adds to the charm of how he does it.
That's why I kinda liked the idea of her being a prankster in Griffon The Brush Off, albeit a good natured one that wants her victims to laugh as well. It ties into her character, she's the Element of Laughter, she wants to cause titters and smiles everywhere she goes. Her party obsession would also fit well into this. When this motive is the focus it gives her wackiness more of an actual personality (eg. "A Friend In Deed", where she desperately tries to get
The Eeyore to smile).
