Maybe they forgot about him? He's been a statue for a 1000 years. Lots of stuff happens in a thousand years.

This is Celestia we're talking about. She must have did it for the lulz.

What happened was the statue of Discord was just a statue, but the garden caretaker damaged it. He didn't want to get in trouble, so he swapped it with the backup statue he found gathering dust deep in the castle dungeons.

That sounds logical.

Unless it's specifically said otherwise in the episode, That theory is canon for me now

"Maybe after Nightmare Moon "war" there was so much chaos that Discord statue was lost? And there is more statues in Eqestria of this whatever spiecies Discord have.

Or maybe Celestria planed this to so Mane Cast can use Elements of Harmony on him and turning him good (asuming he was corupted to). Celestria can have many other enemies in prison just waiting to be free and "taste rainbow".

She needen soponies like Mane Cast to use Element and she could only imprison or destroy her enemies in the past.
