Zuko runs on unstoppable determination, which isn't the kind of villain he likes to see.
Azula would be more his flavor, she's the wickedly competent chessmaster type.

I imagine Ginger doesn't like Zuko's lack of competence. He keeps at it I'll give him that, but he doesn't have many other perks at being a capable villain. Not like Azula.

At LA enough, and the new series does sound interesting. The Season 1 villain's role is largely filled by the Admiral I think.

Theoretically, if it's not Zuko, you might say it's Zhao. He was the one leading the siege of the Northern Water Tribe.

I think Zuko is definitely a villain in Series 1. Zhao (I personally think he's impressive but I don't think many others do) is also a villain in the first series.

Zhao is ambitious and has a lot of military might to back him. I can't really remember him being especially machiavellian in his planning, but he still presents a formidable opponent.
