So it looks like they just want you to show that 3^(91-1)-1 is divisible by 91. Seems straightforward to me.

3^4 = 81 = -10

so

3^6 = -90 = 1

Therefore 3^6 = 1 mod 91 and since 90 = 6*15 you're done.
