Well, Applejack has eyes and they are known to work. Technically she is seeing things for most of the duration of the series.

Celestia can't do the teleport spell. Only Twilight knows that spell. Celestia is her mentor and has a lot more magical power than her, but is busy running the kingdom and pushing around the sun and moon, and doesn't have time to tinker with magic a lot. Not as much as Twilight, who made it her life's purpose to study magic, and likely has much more of the time and inclination needed to develop new kinds of spells.
That, or because Celestia's special talent is the sun, and teleportation doesn't exactly fit with that theme.
But apart, all we are is just a pile of mush and some crumbly dry mess...
My headcanon says that they just help the sun and moon rise, then let it go across the sky on its own before lowering it again. Because seriously, how else Celestia able to do all those royal duties and such during the day? She'd probably just have to sit in place, not ever moving anywhere, concentrating.

I think what the deal with Twilight's teleportation is is that 'porting longer distances will cause her to feel disoriented, like in the pilot.
That didn't count. She didn't teleport, she
was teleported. She leapt into the whirlwind that Nightmare Moon's fog created before it teleported away with the element stones. And since it actually
was a whirlwind, she was messed up when she reappeared.

I'm talking about later, when she started fake-charging at Nightmare Moon and then teleported to the Elements of Harmony at the last second. She's visibly woozy for a second afterward.
