My personal theory is that it is Carrot Top, but she dyed her hair orange due to Trixie's comment. If I recall correctly, that same pony appears later in the same episode with a different colored mane.

Carrot Top is kind of all over the place. Carrot Top has had 2 scenes where she spoke. The first time was the green hair scene, the second was when she was the one who wrote "Welcome Princess Celest" on that sign ("We couldn't fit it all in"). Not only does she have different color hair in those scenes, but she also has completely different voices. Not to mention that she's also a resident of Appaloosa, as she's one of the ponies that jumped on top of a Buffalo and rode it. Yeah, Carrot Top is weird

I don't know if you can use voices to tell if its a different pony, since the script probably just called for a random background pony, and the specific one was chosen later by the animators. Also, didn't Bon Bon have two lines with different voices?

I don't care too much about the background ponies :l they're interesting, but they're never going to get much attention in canon so I don't bother doing more than look at fanart about them.

Hmmm....I'm not sure. I actually like Colgate's design most out of all the BG ponies, but I think in terms of actually fanon characterization I like Octavia and Lyra.

I previously saw someone talk about Carrot Top/Ditzy Doo sex, and because of my unfamiliarity with background ponies, despite my recognition of Ditzy Doo I thought that they were talking about, well, uh, the other Carrot Top. *vomit face*

Silly brony, that's not how you spell Derpy Hooves. She's my fav as well, closely followed by Lyra. And of course, who could forget sousaphone pony?
Derpy and Carrot Top are often depicted as friends, but its actually pretty rare for them to be shipped, which is refreshing.
