@crowlover Actually, the same ability that allows pegasi to interact with clouds could conceivably allow them to interact with any water vapor in the air, allowing ambient moisture to help support them. Of course, this can only be supplementary, otherwise pegasi would be unable to hover in arid conditions. They probably tire out much faster in dry climates, though.
Oh I do love overanalytical looks at cartoon physics to explain them with established magical abilities.

It's like approaching Clarke's Third Law from both directions - When magic and technology are developed and analysed enough, they become utterly indistinguishable.
The moisture manipulation would let Pegasi be more comfy in deserts because they can control the tiny shreds of moisture and the vapor from perspiration and exposed water sources to not run out. Also, it could theoratically be used to water-cool themselves when flying at super-high speeds. !Science!
Mental Picture: A skilled, Wonderbolt-tier Pegasus flies while manipulating the water around them to absorb heat, momentarily flash-boiling it when they hit Ludricous Speed and leaving a contrail of condensing steam clouds. AWESOME. Dashie would totally scorch herself a few times trying to replicate it

She could probably break ten and get to 12 or so if she's in rage mode, but I think it's impossible for her to trigger that intentionally. Her friends would have to be in danger for that to kick in. It's kinda like a Limit Break for her.

I bet the episode with Fluttershy getting well under 10, training hard to get it higher, tests it again and is just under 10, gives up, gets motivated to try again and gets just over 10 the second time.

Well, she can fly fast enough to keep up with Dashie in at least three sequences this season (both handicapped, chase scene in Return of Harmony II; chase scene, trainjumping in The Last Roundup; rescue scene, matching Dashie to catch Rarity and Spike in Secret of My Excess), plus her natural flight instinct tends towards a slower graceful style (Flashback scene, when she got her Cutie Mark in Season One), so it's more that her flight style does not usually emphasise power.
She'll break the 10 mark when roused sufficiently I should think.
