Whatever age Luna is, it's apparently not enough to be fully grown compared to her sister.
Nah Luna was of a similar age, but the Elements took her age away along with her power.

The Elements cleansed her of a thousand years of resentment and madness-fuelled hatred, but she managed to get back up to speed within a year anyways.

There was a cute wmg that Ganondorf is actually a babysitter for Link and Zelda, and he retells the tale differently each time to keep it interesting.
@ Ace: Headcanon'd. I always thought it was the same story retold but I like that addition.
