I would assume that horseshoes are used to keep ponies from splitting their hooves when doing heavy labor. Because the don't need to keep them on permanently, they wouldn't be as heavily fastened to the ponies hooves as the shes on out horses, and could probably be removed like we remove our own shoes.

Well considering that for a pony, running around on hooves is equivalent to us running around on our fingernails. When you look at comparative anatomy at least.

They'd have to trim and care for them, clean the crud that gets jammed up inside.

When I rode horses they seemed to be very appreciative when you would clean out their hooves with a hoof pick, its kinda hollow up inside and you use a little tool to scrape all the crud out.

I wouldn't call them completely different, after all, wild horses get along just fine without shoes. They only need them to prevent damage from carrying a rider or hauling heavy loads, which they don't do naturally. It would then stand to reason that ponies would only need horseshoes when also performing heavy labor.
