Just to toss this out here, my headcanon is that, as a child, she wanted to be a famous fashion designer, so she learned to mimic the Canterlot (British) accent.

Rarity's accent isn't any type of British I'm familiar with, though one of our UK bronies might be better suited to answer that.
Hm... I really have nothing to contribute to this conversation, as I see them all as white (with the exception of Dash, who strikes me as Greek). Call it a fault of my upbringing, but the fact that all the voice actresses are Caucasian also skews my auditory perspective.

Syd, where from New England are you from? I've never met anyone who sounds like Rarity, but her 'normal' voice is rather similar to my native Massachusetts accent.

Rarity's 'accent' is definitely an affectation, so Sweetie wouldn't have one unless she was imitating her sis.
