Do we even know that hatching a dragon egg is the standard test? There could be a bunch of potential tests that are picked on the basis of difficult but doable for a filly, and Twilight drew the dragon hatching one.
I think the still born idea, and the magic idea, so here are my thoughts.
The inate magic of a dragon has limits, hatching 40 eggs may be in their power but 41? nope.
And unlike unicorns they can't just pass it off to another dragon, their magic is internal, so they give still born eggs, eggs that just need a little more magic (as i recall Twilight wasn't told HOW to hatch the egg either so it has to be something relitivly simple, like exposure) to finish the job.

^^^^That's interesting, but I wouldn't think an explicitly magical creature that can live for hundreds of years would have a set limit of magic. The treaty idea makes more sense in my mind.

if the magic is internal and the birthing is what endows the eggs the hatch i can easily see them running out of steam magically before they are done physically, and once the egg is out what are they going to do shove it back in a few days later to rebirth it?

^That's an interesting take on it. Even if Twilight wasn't expected to hatch the egg, she was making a pretty fizzly show of magic, which could've been what the instructors were unimpressed with.

I think the best part was that Spike was grown to a huge size and didn't even care.

I know. It was adorable. Especially when he was turned back and made those gurgling noises. I WANT A BABY DRAGON.
@Crowfall: I think it's obvious that Twilight was a special case. They needn't have changed their tests just for that.
But apart, all we are is just a pile of mush and some crumbly dry mess...
About a few pages ago about how Celestia sends back letters. If magical fire is necessary, she could use Philomena, if incapable of doing it herself.
