I have a question about a pony game I've seen videos of. I think it's called Pokemon Dusk or something like that where the Pokemon are replaced with ponies from the show. Is this a game that one could play on a GBA emulator or a hack that has physical cartridge copies?

I think we use them interchangeably, though there might be a slight difference having to do with consistency or something.
