I think that Alicorns are either:

A) The original race of ponies that for some reason where (possible Discord's reign) where split into three diffrent races with exception of Luna and Celestia, hecne why they rule.

OR

B) The form God ponies take to impress their superiority on others

@Apple Having been to manhattan, I can honestly say that I barely saw a SINGLE american while I was there

translating that to ponies, there would barely be a single pony in Manehattan XD

And yet there were a heck of a lot of ponies there. Earth Ponies, anyhow.

Still, most things point Equestria to a turn-of-the-century sort of time period. Which means the minorities would be kept to their own neighbourhoods, the filthy things.

^So, Rarity's family moved to Ponyville from Manessota when she was young enough to pick up the Gratuitous French and young enough that the accent didn't stick. That makes sense.
