does know plenty of spells, and she studies more every day. That's kind of her thing, after all, learning new spells. A good handful of episodes have her showing off a new thing she's picked up (the mice transformation, the Want-It-Need-It spell, Rarity's butterfly wings, etc).
And she showed a lot of creativity in the use of her spells when she pacified the Ursa Minor. For example, a wind spell is one thing, but blowing it through reeds to create a lullaby?

Weak, but Skilled would really only apply if, say, Trixie beat Twilight (or some other sufficiently powerful unicorn) in some kind of confrontation or contest. But since their only direct comparison is the Ursa Minor incident (and Trixie only succeeded at making it
angrier)...

To be fair, she did manage to outdo
everyone else. If anything, that puts her above all but one of the Ponyville residents (unless you're running a humility contest).
