My personal theory is that last time she used it she was a lot less powerful, hence why she didn't realize that it would affect the whole town this time around.

If we want to keep it lighthearted, she could have used it for a prank or two in school, and she probably learned it by reading books that she probably wasn't allowed to read in the first place. Twilight seems like the kind of person who would read forbidden books just for the sake of reading them.

Honestly, I'm quite surprised that the show hasn't touched on boy troubles at all outside of Rarity's Blueblood fantasy, considering that it is a girl's show and all. It really is a cop-out type of plot though, so props to the writers for not resorting to that.

@Applelight, While I agree with your sentiment entirely, something tells me she's a wee bit of a nerd in that world, just sayin'. Not exactly one to get out much or hit on by others or if she is her ex-first response would be to run off and read.

Still bugs me she says the "want it need it spells" works every time when she doesn't seem to need a spell like that unless there's something she's not telling us.

@Mousa: There's no indication that she's ever used it recently. Not to mention that she's kinda off her rocker at that point, and I'd take most of what she says with a grain of salt. I'm pretty sure it was just meant to be a throwaway joke.
