@Story: I don't think it was an intentional scam as much as it was incompetence.
It does seem like a lot of trouble to go to if it really was just a scam. But I do remember hearing rumors back when it happened.

Severe incompetence. It seems like there were plenty of issues before the money ran out.
I'm pretty sure it was just really bad planning. They severely underestimated the cost or something and ended up not being able to pay the hotels. Then when the pressure was on the organizers basically self-destructed.
Considering they were doing it in Vegas of all places, they really should have watched the cash flow.
