Yes, it will show Equestria under the peaceful and free rule of Discord, then takes over by the evil Celestia who doesn't think ponies should be who they want to be and hates Discord for being "ugly", then it will show all her horrible deeds through the years, no one could possibly still like Celestia after learning this truth.

Where were the police ponies when Gilda was stealing? Unless we buy into Heart of Gold, Wings of Steel's (or whatever that Gilda fic is called) explanation that she did pay off screen.

The joke was that Granny Smith had died and Pinkie Pie was singing a song about it.

I don't think we've even seen evidence of ANY coponies. The closest we've seen are Celestia's royal guard. It just seems that ponies are all to, unable to commit crimes, closest they come is a bit of light hearted mischief. I figure crime is so rare, that just any pony that sees it being done will try and catch/stop to offenders right there, or at least go get help.

Build a fool proof system, and the world will create a better fool.
